In back end, it's using Bootstrap popover from Joomla core framework loaded in Isis template.
And this is genererated for all extensions (and Joomla core itself) when used of Joomla standards to generate lable, description and form fields.

In frontend it's a bit different as there's more chance that you don't use the Joomla core site template (as it is for you, you use Joomla core admin template Isis, but use another site template).

So, if i add there a "tooltip" for information, it may be not the same look, but simpler.

I have plans for a full refactory of the modules, maybe starting by the end of the year (when i will work on new dates system + new theme pack system). I can add this idea in my todo list as an opt-in option.
