First, to not display the notice messages, you have to turn off or set to default, error reporting in joomla config. (should always not display in an online website...)

About date characters not correctly shown, that may be because in local, you have a english localhost.
A test in distant server could know if this is the only reason...

About translation, there's already a translator.
But you can help him if you want
